Tropical Storm Washi did not neccisarily take out the entire community, but if it would have, secondary succession would of taken place. The main difference between secondary and primary succession is that primary is when no life has been there before, and secondary is when life was wiped out and regrown. If secondary succession were to occer, then succession would have to wait for some of the water to evaporate for the soil to be able to consume anything besides water. Then, possibly a bacteria or seed from a plant would wash up from the ocean and dig its way into the soil. Things like this bacteria, litchen, seed or anything else that could potentially start life on a barren area are called pioneeer species. After the organism spreads, the communities plant life expands from just grass, to shrubs, to trees, to forests. When the life in this community hits maturity, it has reached what scientist call "climax maturity". With secondary succession, or succession after a natural disaster such as Tropical Storm Washi, the community is expected to grow back they way it was before, producing its original climax community.
